The SOVA Center for Information and Analysis is a Moscow-based Russian nonprofit organization that was founded in October 2002 by a group of people working for the Panorama Center for Information and Research and the Moscow Helsinki Group.

The SOVA Center conducts informational and research work on such topics as nationalism and xenophobia, relations between the churches and the secular society, and political radicalism. We are also interested in the problem of human rights in general and in safeguarding liberal democracy in the Russian Federation.

The second working session was dedicated to the fundamental freedoms, in particular freedoms of expression, of belief and religion.

The report is based on the findings of SOVA Center’s monitoring. This information is presented in its entirety in Religion in a Secular Society section (http://religion.sova-center.ru), including references to media and Web resources. We only give references here which are not indicated in the section above.
Rather than address each and every issue relevant to the activity of religious associations, this paper focuses on issues involved in exercising one's freedom of conscience. Freedom of conscience must be protected by government, so we focus on government practices; however, some problems may be caused by non-state actors. We also understand that the exercise of one’s freedom of conscience, just as any other right or liberty, may result in various conflicts. Some of such conflict situations will be described in the paper.
Russia has not yet developed a tradition of reporting on the freedom of conscience; SOVA Center also undertakes this work for the fist time, and we do not claim to be providing exhaustive coverage or unquestionable accuracy of interpretations. We will appreciate any criticism, additions, or corrections.

Presentations by Hegumen Philaret Bulekov and Alexander Kyrlezhev at a seminar on Evolution of Moral Principles and Human Rights in a Multicultural Society in Strasbourg last November clarified the position of the Russian Orthodox Church in arguments about the concept of human rights. We can even suggest that the presentations, particularly A. Kyrlezhev’s, while they probably represented the authors’ personal perspective, also helped to advance and further clarify the ROC’s concept of human rights.

The Public Chamber adopted a compromise resolution on the issue of teaching religion at school

A long-standing conflict around Basic Orthodox Culture (BOC) courses in secondary schools is a focal issue in relationships between the Russian Orthodox Church and the government.
On 27 November, 2006 a joint meeting of three Public Chamber commissions was held in Moscow.
The meeting adopted a resolution on the issue, later changed by the Board of the Chamber.

A. Verkhovsky. The Ministry of Justice has proposed restricting missionary outreach

According to the Slavic Legal Center, the Russian Ministry of Justice has mailed out a draft legal text to religious associations to consult about the Ministry’s initiative to amend certain federal legislation "to counteract illegal missionary outreach." The Slavic Legal Center is very critical of the proposed law.
