Memorial continues to be popular among unidentified persons who seek to remind the victims of political repressions, historians and human rights defenders about the terms used by the new law on NGOs.

On the night of Tuesday 27 November, or early in the morning on Wednesday 28 November, unidentified persons hung a banner with the words ‘Here Sits a Foreign Agent’ on Memorial’s office building in Maly Karetny Lane, Moscow. The building is located less than 100 meters from the headquarters of the Moscow city police. Memorial plans to make a second complaint to the local district police (Tver district) about an act of vandalism and unlawful entry onto private property.
